Ummm... I'm think the diseases are not transmitted through the air in this case, so the reason you'd want to stand back is to avoid the smell. I just tested the pose as illustrated on the signs and I advocate for less bending at the knees, more at the waist.
two points: 1) that terrier model sure gets around 2) the Spanish sign seems to indicate that you should pick up the deposit with your fingerless hand, rather than a shovel and a squiggly line. i find cultural differences facinating.
